What changed (announced Oct 15)
GPT-Live-1.1 and its mini version, GPT-Live-1.1 Quip, are rolling out to real-time voice conversations (the notes say "rolling out").
Accents are described as more natural across languages ("more natural accents across languages"). The announcement includes no accuracy percentages for any language.
Live now uses a wider range of short phrases to let you know when it is searching.
New voices were added for French, German, Hindi, Japanese, Korean, and Mexican Spanish, plus Bubbie in English.
The voices you see may vary by region and account — it is a phased rollout, so some accounts have them and some do not yet.

What is not part of this update
Plugins and Work in Voice are not new. Using plugins by voice and creating documents, presentations, and spreadsheets by speaking arrived in the September 23 entry. Folding them into the Oct 15 announcement would be wrong.
Dictation is a different feature. Dictation turns speech into typed text; Live is a real-time voice conversation; calling tools by voice is a third thing. This update concerns the real-time conversation side.
Seeing an option is not proof of a model. Settings > Voice shows whether a new voice option is offered on your account. Which model powers that option, or whether the new model is applied to your conversations, cannot be confirmed from the list (unconfirmed). The cause of any voice change an individual user notices is likewise not verifiable from public information.
How to read the announcement (interpretation)
This part is interpretation, not the official announcement. The changes listed are about how conversations sound and flow — accents, searching phrases, and per-language voice options — not published performance figures. For people who talk to ChatGPT in Korean, the direct change is the new Korean voice option. Whether it appears in your account is something only your own Settings list can show, and even then, the applied model itself stays unconfirmed.
Puzz's one-line summary
The substance of this update is a new voice model rolling out, plus more voice options. What reached your account can only be checked as far as the options listed in Settings. Ribbit.
